| I wanted to add another note to this story, if I could.
A dial-up connection is very susceptible to line noise through the phone line. The more "noise" the dial-up adapter hears when it handshakes with the ISP, the slower it auto-negotiates the speed to get the best and most reliable connection to the ISP. The slower the speed, the more reliable the data transfer is. BUT, it also wants to go FAST too, so it's a trade-off between speed and reliability.
Years ago when I had dial-up, I was fortunate to have a very clean line in my house to my ISP. I always connected at better than 50K, while my next door neighbor could never connect better than 28K, sometimes 22K. We both had the same ISP and used the same numbers to call into.
Unfortunately, the ISP is not liable for cleaning up line noise for your modem, but is responsible for giving you a clean and clear voice line. But I would imagine they would be liable if the phone company is also the dial-up ISP.
