Well, I dought you can remove the url history automatically at shutdown. But depends on which browser you are using of course, maybe one can. But otherwise you would have to write a script or find some software that can. About the icons, I don't know.
But I found this:
http://clear-internet-history.qarchive.org
By using this: http://www.google.dk/search?hl=da&client=firefox-a&rls=org.mozilla%3Aen-US%3Aofficial&hs=FxF&q=clear+url+history+at+shutdown&btnG=S%C3%B8g&meta=lr%3Dlang_da%7Clang_en

So remember to try using google

What version of VISTA are you using?

If you are running a version higher than Home Premium, you can easily go into Group Policy Editor, and add a shutdown script that will clear any and all cache you want via a batch file.

If you do not have a version higher than Home Premium and are using IE7, you can easily set the browser to erase these files every time you close the browser window. You can do this by clicking Tools > Internet Options > Advanced Tab

Check the box under 'Security', Empty TIF's Folder When Broswer Is Closed.

EDIT - You can also remove anything from the task bar by right clicking on the expansion arrow and clicking 'properties' There you can uncheck the boxes for 'System Icons' which include things like the clock, sound and network icons. Here you can also hide any others. I recommend going through msconfig if you have Windows Defender off and removing them from startup there (under Startup Tab). If you have Windows Defender on do not use msconfig, as it will create another 'Windows has blocked Startup Items' from appearing in the task bar. Go through Windows Defender under 'Allowed Items' and then choose 'Startup' from the drop down box and remove anything you do not what thier. DO NOT remove any of the MS Processes.
