So I was looking for some stuff to customize XP a bit and found www.ThemeXP.com. They have XP Visual styles to change everything to a different look...think it's safe? They have a lot of good skins!

A word of warning,don't download/install anything from www.ThemeXP.org
The link you posted www.ThemeXP.com actually opens the site http://www.dowtheme.com/ which appears to be safe

I was reading the info on the above site and it looks like you have to buy their software to install/apply their themes/visual styles etc.
You should try the following if you feel confident enough, that rules out the need for any third party application.

First create a new System Restore point as a precaution.
Download\unzip the patched file 6.0.2900.2180_EN.zip(uxtheme.dll) which is attached to the bottom of this post,to your desktop.
Go to C:\WINDOWS\System32 and rename uxtheme.dll to uxtheme.dll.old
Put the new (patched) uxtheme.dll into the C:\WINDOWS\System32 folder.
If you get any warnings from Windows stating that an original system file has been replaced, you must click "Cancel",otherwise the new (patched) uxtheme.dll will be replaced with the original one.
Reboot when you've finished.

If you don't fancy doing the above,do the following instead.
Download\unzip '_nw_uxtheme_v254.zip' to your desktop, which is also attached to the bottom of this post.
Double click on 'UXTheme Multi-Patcher',click on 'Patch' and follow the prompts.

If all went to plan,go to any of the links below to download msstyles/themes:
http://www.neowin.net/forum/index.php?showforum=36
http://www.lotsofskins.com/?page=browse_category&num=41
http://www.winmatrix.com/forums/index.php?showtopic=2187
http://www.crystalxp.net/galerie/en.cat.3.htm

Once you've downloaded your visual style, unzip it to:
C:\WINDOWS\Resources\Themes
Then go into 'Display Properties' under the 'Appearance' tab, there you can select and apply your style.

Please Note:
Not all the styles you unzip to C:\WINDOWS\Resources\Themes will be available in Display Properties, but the majority of them will.
