My friend has xp home sp1. (This is verified in control panel/system.) She was able to download sp2 from windowupdate, but can't install it. It says she needs sp1. What can she do?

SP2 does not require SP1 to install.  No service ever needs a previous version.

Ask your friend to write down the exact error message.
