just depends, you didnt provide enough info to determine what you want to do exactally.
in the control pannel, in the POWER properties, you can disable the computer from going on standby.

go to the control pannel, open up the power options, on the power schemes tab, use the arrow down, on the right of the system standby item, and select NEVER.

in group policies , you can remove standby from the start menu, and you can restrict users from being able to turn things back on.

When you setup new user accounts if you're not going to go the advanced route and setup a group policy to disable accounts from having Standby as a default option in power savings (and even I'm not that anal) then just make sure that when you create accounts you disable Standby and replace it with Hibernate.

but mostly people want to stop the dang password after standby.

then i have seen in group policy MANY standby items, that is why i used that search parameters. i think i even saw a way to fully disable it, but that one thing i dont know for sure.

a thing a person might Note:
sometimes Hardware control can effect your computer from going onto standby, or standby correctally. so be sure to also check the motherboard BIOS in the power section, to stop any standby items in there. it will not stop the computer for going on standby via the operating system, but it can stop it from changing things via the hardware.
