Is Windows XP Service Pack 2 RC English (Full Package) final release or it will be another more complete and updated than this one ???

RC stands for Release Candidate. There are usually two versions of these before the final release.

XP SP2 RC1 has been released, but XP SP2 RC2 has not yet been released. The estimated target date for the "final" release is June 2004, but I suspect it'll be later in the year.
