Symptoms:

When I click on a post to read it, if I don't wait for 2-3 seconds untill after the page has fully loaded, and start to scroll then the page goes into warpdrive. Everthing gets streched/dragged - everything in the blue box that is. I've never noticed the exciting background being effected. This occurs with both IE and MyIE.

History:

I've been expereincing this problem ever since the Great Change, I initially thought it was because of the faulty stick of RAM I had in my system. But thats now been replaced and it still occurs. I've tried using IE instead of MyIE and the same occurs - although to a lesser degree.

Diagnosis:

Well, it's not murder - but something else....

(I've just noticed something. After I selected the smiley and it came on screen with the six little boxes surrounding it. When I scrolled back up to check spelling etc.. the white boxes scrolled through this blue boxy thing and onto the background. I couldn't see the smiley - only the six little white boxes.)

the scroll sounds like it is being quoed up untill the web page fully renders, after the page renders all the scrolling finally goes.

things that might change it a bit:

the max number of connections for web pages.  in the registry search for MaxConnectionsPer1_0Server & MaxConnectionsPerServer (2 places in registry) alter the #s to 4 then see how the page renders, then alter it to 10-20 and see how the page renders. depending on your connection, this can make lots of difference in the WAY a web page comes up.

if smooth scrolling is on or off. In tweakui in the Explorer section try turning smooth scrolling off.  I find it uses less cpu that way. because of the way that IE clogs everything up (in a vain attempt to make the web faster) any reduction in cpu use for scrolling might be advantageous.

and of course, waiting till the progress bar on the bottom status bar shows the page is fully rendered before scolling

and also recognize that stuff Balking, weird stuff balking is a ramification of overclocking to high, benchmarks dont balk when overclocking, i think its because they only use specific PARTS of the cpu, wheras REALITY something like the mmx instructions or some other stuff will often balk on a high overclock, even if the whole rest of the computer is still faster.

not saying you should change anything, them is just all the things i could think of.

OK, so i am Guessing, but i try hard

A lot of us see the same thing. It's a quirk with this particular software. Steve thinks it's related to the speed of the system you are using (and/or network connection), but I'm not so sure - I think it's just the forum sw.
