| You have 2 places where Start Menu items are stored:
C:\Documents and Settings\All Users\Start Menu\Programs
and
C:\Documents and Settings\"username"\Start Menu\Programs
Anything in the "All Users" one can be seen by anyone who uses the computer. What you can try, is to move anything you don't want your brother to access, from the All Users one into the one for your username. That way it'll only show up in the Start Menu when you're logged into your account. At least that's what it should do.
Anyway, just something to try.

If you unchecked enable dragging and dropping under start menu items, he shouldn't be able to right click on programs menu.
Cheers

| There's something I don't get.
If your brother is deleting those things himself and then blames it on you, putting up these restrictions won't solve the problem because he'll find something else to screw up. I know very well how ugly situations can get when you make a computer for someone else and that person is within your presence most of the time. I made the three computers in our house, but two of them are for the other people. The complaints about one just got to me, and considering all the garbage they're installing I just said "I'm taking my hands off of that computer - it's your responsibility now." Also, when I make a computer for somebody else I always say that when they install toolbar applications, Kazaa, and stuff like that they won't get any more support from me.
I'd inform the owner of that computer of your brother's behavior, and if YOU're the owner I'd delete his account and change the other passwords.
