Google is working on a set of network-analysis tools that will allow broadband users to see when their ISP is throttling their connection.

Broadband throttling - or "traffic shaping" as the ISPs prefer to call it - has become a hot issue on both sides of the Atlantic, with ISPs now routinely choking bandwidth at peak hours. Some ISPs block access to bandwidth-intensive applications such as BitTorrent, while others reduce a customer's speed if they pass a download threshold within peak hours.

AMEN! I hope that legal actions will also be suggested alongside, especially as the ISPs here, in India, do pretty much what they want and there are no checks and balances on them, to the best of my knowledge.

Well!? I have been holding my breath since your post and hoping and praying, and also changing ISPs like underwear... Could you allow a blog especially for frustrated Internet users where they may air their ISP's atrocities, to assuage to some degree, their feeling of helplessness and hopefully give them(the evil ISPs), a little negative publicity if nothing else?

It could turn out to be useful if the grievances were restricted to technical shortcomings and clear breaches of terms of service as may hopefully be demonstrated by these promised(?) tools. It could be a pinned forum, on the lines of Hijack this Log...'Google network-analysis tools' forum, "Please post your issues in 'Google network-analysis tools' forum, not here"... i already like the sound of it.
