| This fixes performance issues with AMD64 Dual Core & Intel P4 with Hyperthreading CPUs and Windows XP, random slow downs and decreased performance.
I hope this helps someone else.
1 - Install the AMD drivers, download them from HERE, obviously for the AMD users only. This driver is also needed for AMD Athlon64 XP & Sempron64 users, it installs the latest drivers for your CPU from AMD that improves performance.
2 - Read Microsoft's Hotifx information HERE and download the hotfix HERE <--direct download.
3 - Make sure your BOOT.ini has this command in it, /usepmtimer to check, right click on My Computer go to properties, click on the ADVANCE tab, then under startup and recovery click on settings, then click on EDIT....make sure your boot.ini looks like this, it should after you apply the hotfix and reboot but check to make sure.

| | is /usepmtimer switch required for systems runnning Intel Core 2 Duo? some says newer intel processor dosent require it. |
