We were given a Machine Problem that deals with the use of loops (not instantly parsing them)  in converting number bases into other number bases. I thought of using recurssion on the number bases after parsing them into decimal integers then use loops to convert them. Please help me in creating an algorithm using java. I have no idea on how I am supposed to loop them using counters.
